Job Description
Role Summary: The D&A Data Governance Office has inherited several critical regulatory projects and is working to drive out a Data Governance Strategy across the division. The Data Governance Strategy work includes driving an execution plan to ensure the division is compliant with LSEG Group Data Policy & Standards but is primarily focused on trying to support D&A Business growth. The team is currently small and as a result, resources are being stretched across these initiatives. We are hiring strong candidates to join us in 2022 to support the evolution of our strategy and to drive execution across the portfolio of priority work identified. The role of a Business Data Governance Officer is to work with the Business Owner, Data Owner and the Data Governance office to develop and execute a Front-to-Back Data Governance strategy that supports the wider Business requirements. The role is focused on developing the foundation Data Governance framework to support the Data Content, the Customer Service offering and ultimately to protect or grow revenues in the Business stream. The Officer must build awareness of any Risks, regulatory requirements and Data legislation impacting the Data Sets or Data Product. They will be fully accountable for day-to-day delivery on a project or strategic execution but will additionally work with the Data Governance Manager and existing teams to support the broader strategy and planning. Data Governance and the associated challenges already impacting the D&A organisation are increasingly a focus at the Exco level and opportunities to drive transformation and support Business growth through this work is an exciting challenge. Authority & Partnerships:
  • The DG Officer should be aligned to the Business Owner and/or the Data Owner
  • They will work alongside the Data Governance Office to ensure they are aligned with the wider D&A Data Governance Strategy
  • They will leverage LSEG Group Data Policy and associated Standards
  • They will also work with IT, Data Architecture and Content Operations
  • Direct or Indirect interaction with the Business Customer population will be critical to the longer-term success of the role and the Officer should build strong relationships with the respective Sales teams.
  • The role falls under governance of the D&A Data Governance SteerCo
  • Partnership with Privacy Office and Legal and responsibility for submitting Privacy Impact Assessments

Key Objectives:
  • Full front-to-back assessment of the Risk Management Service – utilising the D&A Data Governance Strategy and RCA findings:
  • Data Quality, Data Lineage, Architecture, Data Sourcing, Regulations, Privacy, Cybersecurity
  • Ability to build / leverage AI/ML components
  • Create Heat Map + leverage existing RCA findings to prioritise a remediation plan
  • Drive execution timeline and approach to deliver remediation work
  • Work with all partners to drive execution against the remediation plan
  • Ongoing monitoring and assessment against changing Business or regulatory requirements - updating plans and amending the Data Governance Strategy where appropriate
Deliverables:
  • Risk Management Data Governance Strategy
  • Includes prioritised plan for execution
  • Drive Compliance assessment against LSEG Data Policy for applicable Data Sets or Critical Data elements
  • Maturity assessment against the D&A Data Governance Strategy framework
  • Day-to-day delivery against Data regulatory project deadlines and/or Data Governance Strategy deliverables.
  • Define & manage project or Data Strategy roadmaps; ensure alignment of delivery plans & dependencies
  • Continue to monitor project or Data Strategy objectives and planning with reference to the strategic business objectives. Apply change control, risk and resource management principles
  • Implement robust governance with clear visibility into cross-team interdependencies and risks
  • Clear Communication and project reporting
  • Identification of dependencies from/to other key initiatives and management of these dependencies
  • Ensure transparency to the portfolio of projects and programmes at all levels
  • Stakeholder management at all level
Essential Skills/Experience Required:
  • Understanding of the Risk Management products and /or teams would be a significant benefit. Hiring internally or re-purposing team members to focus on this could deliver significant time as opposed to an external hire
  • Strong Data Governance background and understanding – including Data Strategy
  • Data Quality experience
  • Understanding & experience of Data Governance tooling preferred
  • Cybersecurity knowledge would be beneficial
  • Experience in delivering regulatory projects
  • Strong track record of delivering successful projects or initiatives in a large, high-profile, and complex global organizations
  • Ability to deliver business value and priorities through Data projects
  • Ability to make decisions on tactical vs strategic solution approaches
  • Ability to think strategically and creatively, strong analytical and problem-solving skills
  • Experience engaging with stakeholders at Exec level, managing across time zones and cultures
  • Strong influencing skills across both business and technology
  • Ability to deliver against demanding deadlines and key milestones
  • GDPR and/or Data Privacy knowledge would be a real benefit
